A futuristic film about a crisis near the brink of war after three leaders are kidnapped by a North Korean nuclear submarine in a coup d’état during a summit between the two Koreas and the United States.

When Shen Qing Mei's brother's accidentally disappeared, she disguised herself as a man and became a magistrate in his stead. Unbeknownst to her, this led to a murder. The first assassin in the jungle, "Bloodless", is ordered to assassinate Shen Qing Mei, but he is not good at it. After losing his memory, he is taken as Xie Lin Zhou, a scholar, who stays by Shen Qing Mei's side and becomes a master. Shen Qing Mei does not know Xie Lin Zhou's identity as an assassin, but only wants to help him recover his memory. So a love story between a killer and a target, a master and a magistrate unfolds.

As Korea's biggest crime organization 'Goldmoon' expands its powers, Kang (Min-sik Choi), the head of police investigation planning department, orders the undercover cop Ja-Seoung (Lee Jeong-jae) to participate in project "New World", that will take down 'Goldmoon'. Ja-seong must choose either to follow Kang's orders as a cop or to keep his loyalty with Jeong Cheong (Jeong-min Hwang), the under boss of the 'Goldmoon' crime organization
