Widow TONG SUK-FAN (Louise Lee) is saddled with hardship alone, struggling to bring up her two sons CHONG YAU-CHING (Ruco Chan) and CHONG YAU-KIT (Ron Ng). The brothers join the Intelligence Unit and the Operations Unit of Anti-Terrorist Force respectively, and both gain recognition from their superior SHUM CHI-NGO (Eddie Kwan), which is supposed to be a comfort to their mother. After seeking aid from his girlfriend CHUNG YAT-KA (Aimee Chan), who accesses the database in secret by leveraging her duty as the intelligence analyst, he uncovers that there is a mole in the intelligence agency. His younger brother YAU-KIT not only suspects him of being a traitor, but also takes advantage of his absence to court YAT-KA. Just as YAU-CHING is caught helplessly in a dilemma, fortunately, he gets help from YIP TING, and the two gradually develop romantic feelings for each other. However, in an attempt to ferret out the culprit, YAU-CHING does not hesitate to use himself as the bait, walking to the path of no return. Long-gone seems to be the days when fidelity, love and righteousness still mattered to him...

Continuing the first season, Like a Flowing River II follows the story of Song Yun Hui, Lei Dong Bao, and Yang Xun as they take part in China’s economic reform from the 1980s to the 1990s. Song Yun Hui has been promoted as the youngest deputy leader in Donghai Chemical. He brings his family to live with him in Donghai, but his wife Cheng Kai Yan’s laziness and distrust take a toll on their marriage that eventually ends in divorce. With his innate business capabilities, Song Yun Hui continues to take up leadership roles thus bringing his team success as they complete project after project. Sadly, Song Yun Hui's climb in the corporate ladder instils envy in those around him. Xiao Lei's family business keeps growing with the times, yet a small blunder in the safety procedures causes a massive explosion in their copper factory. Lei Dong Bao is charged with bribery and sentenced to jail. After being released, he starts his own business as an electrical distributor. Wei Chun Hong, on the other hand, is always by his side, supporting and encouraging him. Arriving in Donghai to seek opportunities, Yang Xun finds success in the current markets.
