Tokumei Gakari (Special Mission Task Team) – is not considered as important as it might sound. It is positioned in the lowest section of the Metropolitan Police Department and so-called as the “oversized garbage dealer”. Ukyo Sugishita is the head of this Tokumei Gakari. As people rumor that anyone who worked under Ukyo eventually leaves the office, he is called “the grave keeper of human resource”. Ukyo is very independent and with smart insights investigates on his own, he solves a lot of crimes without the help of other officers of MPD, who dislike his interference. Ukyo's present partner is detective Tooru Kai assigned to the Team by the Assistant Comissioner of NPA, Mineaki Kai, his father.

The 65 episodes long series was divided into four parts: The Legend of Mo-fa (無花傳奇), The Great Desert (大沙漠), Legend of the Divine Palace (神宮傳奇) and The Final Battle (最後一戰).

Lee Tong (Felix Wong) grew up with only one intent in mind: revenge. After his gangster father died in the hands of friends Fang and Fong, Tong was raised by his father's henchman, trained to be a lone assassin. Coming of age, he finally sets his plan into action and kills an underworld boss. Timid driver Au-yeung Gong (Michael Miu) unwittingly witnesses the crime but is too scared to rat out Lee, leading to an unexpected friendship. Gong ends up helping Tong enter the organization, laying the path for Tong's revenge. As time passes, Tong's cold and lonely front begins to fade as he experiences life, love, and friendship for the time, but Gong is slowly transformed from a naive youth to a cold-blooded killer.
